Merge branch 'ps/fetch-atomic' into ps/fetch-mirror-optim

* ps/fetch-atomic:
  fetch: make `--atomic` flag cover pruning of refs
  fetch: make `--atomic` flag cover backfilling of tags
  refs: add interface to iterate over queued transactional updates
